I have the honour to transit for your informa-
-tion the enclosed copy of correspondence with His Majesty's Consul- -General at Canton concerning a case in which an innocent chinese resident in this Colony was decoyed to Canton and shot by the Authorities there on a false charge of being a revolutionary.

The presence in the Colony of spies employed by the Canton Government or working on their om account to earn re- -wards from the latter, have caused much trouble to the Hongkong Police for some time past. I have given strict orders that none but accredited Police Agents sent here on special business are to be allowed to visit the Colony.

I have sent a copy of this Despatch to Hia
Majesty's Minister at Peking.
